What you can achieve depends more upon graft and experience, not the relentless attempts to convince you that newer is better. If you want to get results with graphics software, learn how to use it skilfully rather than lining the pockets of the providers for needless bells and whistles. I have stuck with CS2 quite happily, not amenable to coercion into upgrades, nor the far too busy user interface with later versions. Martin Evening chose me as the prizewinner and said he could see no evidence of any of the changes, even though I had also sent in the original before my work on it. I only switched when I won CS2 in a magazine competition for the skill I showed using Elements to remove distracting bits an pieces from the picture like weeds growing in a gutter and a lot more besides. When I started with digital in 2003, Photoshop Elements was my choice as the price was reasonable and anything but for the full version of Photoshop.
